“Gazprom”: We will build a new power plant in Kaunas

During his yesterday’s visit to Lithuania, Valery Golubev, the Deputy Chairman of GAZPROM Board, confirmed the company’s intentions to construct a power plant in Kaunas worth one billion litas.
 
Valery Golubev, the Deputy Chairman of the Russian gas monopolist GAZPROM Board, stated that the statement by Dalia Grybauskaitė, the President of the Republic of Lithuania, that Kaunas was not in the need of a new power plant, would not change the plans of Kaunas Heat and Power Plant (KHPP). “Project of the power plant in Kaunas has not been brought to halt and has never been postponed. Investment into the energy economy was one of the conditions for privatization of the power plant and we are planning to satisfy these conditions”, promised Mr Golubev. According to him, it was decided to construct a new power plant rather than invest into the old one despite the plans to modernize the old Kaunas power plant, as laid down in the sales contract.
Managers of KHPP are planning to build a new gas-fired power plant in the capacity of 360 megawatts, worth about one billion litas, in the territory of the current KHPP up to 2013.
“President’s statement caused us a slight surprise and gave us a headache. According to her, the new power plant would not be powered by gas, but would combust municipal waste, - spoke Mr Golubev about the statement of Dalia Grybauskaitė. – Projects, singled out by the President, are executed worldwide; usually they are successful but not considering the power plants of such capacity. “Talks about a power plant of high capacity and waste incineration are economically contradictory matters. In the opinion of Mr Golubev, GAZPROM needs to know the attitude of the Government to the abovementioned projects.
Representatives of GAZPROM refused to make any comments on the present dispute between Kauno energija and KHPP at arbitration, but they assured that KHPP shareholders will meet all their obligations before the due date for investment.
This month the company “Kauno energija”, which sold KHPP to the Concern six years ago, referred to arbitration. The latter is requested to claim that KHPP paid penalty charges in the amount of 17.7 million litas. Penalty of such amount is calculated after taking into consideration the terms and conditions of the contract of purchase and sale of the power plant of 2003. Being on his visit to Lithuania, yesterday Mr Golubev took part in the event meant for the opening of the transit gas pipeline at the frontier of Lithuania and Kaliningrad Oblast.
